SAMUEL E. CARTER was born in Newbury Park, California. He was educated at the University of California Santa Barbara, where he received a B.A. in Political Science and the Santa Barbara Colleges of Law, where he received his Juris Doctorate in 2017. He was admitted to the California State Bar in 2018 and the United States District Court, Central District of California in 2020. Before joining the firm in 2020, Mr. Carter represented business owners, residents and employees in complex/class action litigation in the wake of the Santa Barbara Thomas Fire. Mr. Carter also represented coastal and inland property owners throughout Southern and Central California who were negatively impacted by the 2015 Refugio Oil Spill. In early 2019, he joined the Santa Barbara Public Defender’s Office where he served as a Deputy Trial Attorney in both the Santa Barbara and Santa Maria Divisions. Mr. Carter is a member of the State Bar of California as well as the Association of Southern California Defense Counsel.
